Establishing a writing portfolio can reduce the paper load by having students write more pieces but being selective about which ones get polished and formally graded. This way, they write a lot but much of what is written may not ever be read by the teacher. I like to think of the analogy of coaching. A basketball coach, for example, is not with a given player when she practices shooting hoops at home or when she goes to the park for a neighborhood game. Nonetheless, these less structured "practices" if you will increase her skills. So it is with writing.
Also, training kids to be effective responders can help the papers get in better shape before the teacher reads them, thus requiring less time for teacher response.
